Dr. Gerard Francesco D.G. Apolinario

Professor, Electrical Engineering Department
Technological Institute of the Philippines – Manila

A Professor of Electrical Engineering at the Technological Institute of the Philippines – Manila, with expertise in power and energy systems. He co-authored the pioneering Q-RIEnTe Project and helped establish QISLaP, the country’s first quantum-powered research lab for power engineering.

Dr. Yen-Jui Chang

Assistant Professor, Chung Yuan Christian University, Quantum Information Center

Assistant Professor at Chung Yuan Christian University and lead the Quantum Information Center, with research focused on quantum computing, quantum machine learning, and quantum algorithms for finance. With a background in physics from National Taiwan University, I also teach courses in AI and machine learning to help shape the next generation of quantum innovators.

Yancho Delchev Yordanov

Mentor at QBulgari | Researcher, Quantum Science Communication & Outreach

A Master’s student in Quantum Informatics at Sofia University with over 20 years of experience in computer science. He is a mentor at QBulgaria, a member of STEALM Academy’s Quantum School, and actively contributes to international outreach and education through the Quantum Science Communication & Outreach group.

Dr. Mark Angelo Purio

Associate Professor, Electronics Engineering Department

College of Engineering

A space systems engineer and faculty researcher at Adamson University, leading research at the intersection of quantum technologies, AI, and space-based systems. He heads Project STArQE and contributes to the Philippine quantum technology roadmap through his work with the MINERVA Lab, focusing on energy and disaster management solutions.

Dr. Tobias Denzler

Head of Science and Technology at QAI Ventures.

I hold a Ph.D. in quantum thermodynamics and quantum information theory from the University of Stuttgart and have served as a scientific consultant for Germany’s Federal Ministry of Research and Education, advising on national quantum communication projects and strategy. Currently, I am the Head of Science and Technology at QAI Ventures in Basel, where I lead the technical evaluation of quantum startups and run global incubation programs for early-stage quantum entrepreneurs.

Philip B. Casanova

Partner, SGV & Co./EY Philippines

a Partner at SGV & Co./EY Philippines and leads the firm’s Cybersecurity Field of Play, bringing over 30 years of experience in academia, professional services, and executive leadership as a former CISO across the Philippines, Asia, and North America. He is currently pursuing a Doctorate in Information Technology, with research focused on the adoption of Post-Quantum Cryptography.

Clara Yun Fontaine

PhD Candidate | Experimental Physicist | Quantum Education and Community Advocate

PhD candidate at the Centre for Quantum Technologies in Singapore, where they design and build superconducting quantum devices for robust quantum computing and quantum simulations. Beyond research, they are actively involved in quantum education through QCamp, community-building with QYRA, and ethical tech advocacy via ResQT across the Singapore and Indo-Pacific regions.

Lia Yeh

PhD Student, Quantum Group, University of Oxford | Research Scientist at Quantinuum

A computer science PhD student in the Quantum Group at the University of Oxford, supported by a 2023 Google PhD Fellowship. Her research explores ZX-calculus and quantum graphical methods across error correction, photonic computing, and education. She also works as a Research Scientist at Quantinuum and co-organizes the Quantum Science and Engineering Education Conference.

Zeki C. Seskir

Researcher at Karlsruhe Institute of Technology (KIT), Germany

a researcher in the field of technology assessment (TA) at KIT–Institute for Technology Assessment and Systems Analysis (ITAS), focusing on quantum technologies. His work includes studies on QT ecosystems, education and outreach, and ELSA concepts, with publications on startups, patents, stakeholder engagement, and democratization of QT.

Conference Venue

We will be hosting the conference at JPark Island Resort and Waterpark. The resort is located at Lapu-Lapu City, Cebu, approximately 11 km (30 mins) from Mactan-Cebu International Airport.
